Lt. Col. CPA(T) Lucy S. Chacha – Board Member

Lt. Col. CPA(T) Lucy S. Chacha is an accomplished finance and cooperative sector executive with over two decades of experience in financial management, budgeting, public sector administration and institutional leadership.

She holds a Master of Arts in Defence and Security Studies from the Tanzania Command and Staff College, a Master of Business Administration in Finance, and a Bachelor of Commerce in Accounting from the University of Dar es Salaam. She is also a Certified Public Accountant (CPA-T) and is currently pursuing a Postgraduate Diploma in SACCOS Management at Moshi Co-operative University (MoCU).

Ms. Chacha currently serves as the General Manager of Ngome SACCOS Ltd, where she is responsible for overseeing the institution’s strategic direction, operational performance, and regulatory compliance. Under her leadership, Ngome SACCOS has strengthened its financial sustainability, broadened member outreach, and enhanced service delivery in alignment with national cooperative goals.

Prior to this role, Ms. Chacha served in several senior positions within the Tanzania People’s Defence Forces (TPDF). Her responsibilities spanned strategic financial planning, budget formulation, foreign payments oversight, pension administration and stakeholder engagement across government and parliamentary institutions.

Ms. Chacha brings to the Board strong expertise in financial analysis, budgeting, governance, cooperative development, and project implementation. She has attended numerous professional development programmes in areas including strategic leadership, corporate finance, microfinance management, and financial reporting standards (FRS, IPSAS, IFRS).
